HR Consultant - Global Compensation and Benefits Project

Background

The ACT Alliance Secretariat currently has 31 staff and seconded personnel located primarily in Geneva (Switzerland), Nairobi (Kenya), Bangkok (Thailand), Toronto (Canada) and Amman (Jordan) as well as in the US, UK, Ireland, El Salvador, Colombia and Belgium. The ACT Secretariat has legal presence in Switzerland, Thailand and Jordan with staff working elsewhere hosted by member organizations through Memorandums of Understanding. At present, the ACT Alliance does not have a global compensation and benefits policy nor staff rules and regulations adapted to its decentralised structure.

Scope of Consultancy

In the first half of 2022, ACT Alliance intends to undertake a review of its HR policies related to compensation and benefits in order to ensure transparent and equitable staff remuneration and working conditions across the diverse geographic locations where our staff are based. We are seeking to hire a consultant who will coordinate this process, in close collaboration with key ACT Alliance staff and using data from external C&B/salary surveys.  The primary outcomes will be to establish a salary and benefits package for international staff and to establish local salary scales for our offices in Thailand and Jordan as well as a revised salary scale for our head-quarters in Geneva (where a third of our staff are contracted). A further outcome will be to revise and simplify our Staff Rules and Regulations adapted to the diverse employment locations and considering NGO sector standards and trends including new working modalities resultant of the Covid-19 pandemic.

Approach and methodology

After initial discussions with the consultancy manager, to refine the workplan, the consultant will coordinate the various processes necessary to undertake salary benchmarking using data from a specialised company (to be selected). The consultant will be given access to all relevant internal documents and data and will coordinate the process of benchmarking via the external service provider.

In parallel the consultant will lead consultations with staff and key stakeholders to ensure an inclusive process in particular with regards to job levelling, (re)defining organisational culture and working modalities. Once sufficient inputs and data have been gathered, the consultant will begin drafting revised Staff Rules and Regulations, C&B packages and salary scales for internal discussion. The final versions of these deliverables will be presented to the ACT Alliance core management team for approval before being implemented. Implementation target is July 2021.

The consultant will report to, and work closely with, the Director of Operations. Additional support may be provided by the HR officer and some selected members of the ACT Alliance Staff Representative Group, which is strongly supportive of this initiative. S/he will be expected to consult with staff and key external stakeholders (including relevant legal services and ACT member organisations).

  1. Revision of job descriptions with job levelling and structure suggestions

  3. Revised salary scales for Geneva and regional offices

Required Skills and Experience

  • 7+ years of HR experience in International Organisations/NGOs, with particular expertise in international Compensation and Benefits
  • Demonstrated experience in project management or consultancy contracts of similar nature
  • Good knowledge and understanding of latest trends in international HR matters
  • Knowledge of Swiss employment law required; knowledge of employment of other countries in which ACT has registered entities would be an asset (Thailand, Jordan)
  • An advanced degree or equivalent in Human Resources, Business Administration or related fields

ACT Alliance has been working on the issue of climate justice since its foundation in 2010. The approach of the current project phase has been three-pronged. First; to convene regional multi-stakeholder dialogues to discuss and share best practices to catalyse greater ambition and consolidate climate justice efforts of civil society, faith actors, women, indigenous peoples and youth to contribute to resilience building as envisioned in the Paris Agreement. Second; to develop and showcase best practices and lessons learned in community adaptation and resilience building; Third; to pursue ambitious advocacy, capacity building and mobilisation targeted at the UNFCCC and other multilateral processes and amplifying voices of faith actors at all levels, calling for ambitious reviews and implementations of the NDCs and provisions for climate finance to support communities on the front lines.   

The objectives of the current project phase are:  

To contribute to an inclusive, ambitious, and sustainable climate policy and action in accordance with the Paris Agreement and the Sustainable Development Goals.  

  • Relevant stakeholders have charted a common course of action for ambitious advocacy.  
  • Members of ACT Alliance forums have influenced their governments and the global climate change political agenda towards ambitious climate policy and action.  
  • Best practice in programmatic interventions to build resilience and adaptation have been disseminated and discussed by member churches and faith communities linked to ACT Alliance.   

Background to the  evaluation  

Requirements of the indirect project funder, German Ministry for Development Cooperation (BMZ), specify an evaluation of every third consecutive project phase. The purpose of this end of project evaluation is to assess the project period along the OECD DAC criteria, and to provide key learnings and recommendations on the project’s effectiveness and methodologic approach (trainings, dialogues, etc.).  

Results will be used by the ACT Alliance Secretariat and structures, as well as ACT’s member and direct project funder, Brot für die Welt, to learn from the ongoing project and draw lessons for the future design of ACT Alliance’s climate justice programme.   

Key questions   

Key questions will focus on five out of the six OECD-DAC criteria:  

  1. Relevance (The extent to which the intervention objectives and design respond to beneficiaries’, global, country, and partner/institution needs, policies, and priorities, and continue to do so if circumstances change.)  
  2. How does the project fit to the relevant strategic climate processes and climate policy frameworks (national, international level?)  
  3. To which extent are the objectives of the project still valid today?  
  4. Coherence (The compatibility of the intervention with other interventions in a country, sector, or institution)  
  5. How does the project enhance synergy building among faith actors and other societal stakeholders at the national level?  
  6. Effectiveness (The extent to which the intervention achieved, or is expected to achieve, its objectives, and its results, including any differential results across groups.)  
  7. To which extent have the project objectives and indicators been achieved /are likely to be achieved?
  8. How did the project implementation enable learning and leverage on lessons for better implementation?  
  9. How was the project adapted to the effects of the COVID-19 pandemic, and what have been the lessons learned?  
  10. Were activities implemented cost-efficiently?  
  11. Were the activities implemented within the required timeframe?  
  12. Were the methods chosen and applied in activity delivery enhancing delivery of intended results?  
  13. Were there instances where you worked with other partners to reduce duplication?   
  14. What is the assessment of the project’s sustainability as regards ACT Alliance’s influence on enhancing inclusive, ambitious and sustainable climate policy and action in national and international climate policy arenas?

Evaluation design/methods  

At a minimum, the project period is to be assessed along the above OECD DAC criteria.  

Methods could include: 

  • Desk review of key documents and recordings (project proposal, progress reports, memos, publications, ,meeting recordings, etc.)  
  • Approx. 15 key informant interviews with key stakeholders and target group representatives (members of ACT Alliance Climate Justice Reference Group and regional ACT Communities of Practice on climate justice, ACT member representatives in ACT Forums that were part of this programme, national government representatives in select countries, former ACT programme staff, ecumenical partner organisations such as World Council of Churches and others). Regions: MENA, Africa, LAC, but interviews to be conducted fully online.  
  • Others as appropriate

Key qualifications of the evaluators  

The evaluator shall have as minimum:  

  • At least 5 years experience in providing evaluation services on climate change related issues to NGO or government customers.  
  • Substantive expertise in quantitative and qualitative research and evaluation methods, especially regarding OECD DAC evaluations and key informant interviews with a range of stakeholders.  
  • Profound knowledge of climate mitigation, adaptation and loss and damage.  
  • Good understanding of global civil society working environment and multilateral processes within the UN with a particular focus on UNFCCC and the UN sustainable development and disaster risk reduction agenda.  
  • Advanced degree in climate change and environment studies, development studies, international relations, or any other relevant discipline.  
  • Fluency in written and spoken English and Spanish (for key informant interviews with Latin American stakeholders).

Project Description

The ACT Security Group (ASG, established in 2007) is a cooperative group consisting of security managers from a number of ACT member organizations. The ASG assists ACT Alliance members to improve their safety and security standards through the sharing of expertise, development of risk management tools and the provision of security trainings.  

The ACT Security Group is a unique body, standing apart from a range of other Communities of Practice and Reference Groups within the ACT Alliance. Staffing changes within the ASG have offered an opportunity to review the group’s achievements, its current governance structures, the way it is resourced and the services that it provides to members and other internal stakeholders within the ACT Alliance.  

The ASG seeks a consultant to help to assess the purpose and the future direction of the ASG, a structure and management of the group against the needs of its members, the ACT Secretariat and wider ACT Alliance, make concrete recommendations to ensure that the group remains relevant and can be appropriately resourced going forward.  

Scope of Consultancy 

The main activities of the consultant are expected to be:  

Identify the needs of internal stakeholders in the ACT Alliance and how they relate to the ACT Security Group 

  • Gather information from current members of the ASG, ACT Secretariat and ACT Alliance members to understand their needs. 
  • Identify where the needs of each group of stakeholders overlap or diverge. 
  • Assess the resources required to deliver on the needs of internal stakeholders. 

Review the management, staffing and current resourcing of the ASG to determine if the needs of ASG Members, the ACT Secretariat and ACT Alliance members are met

  • Review the role of the Global Security Advisor and the Finance and Administrative Officer roles in relation to the needs of the ASG, the ACT Secretariat and the wider ACT Alliance. 
  • Assess the effectiveness of the current ASG management and governance structures. 
  • Provide recommendations on a management and governance structure that would be a good fit for the identified needs. 
  • Evaluate the manner in which the activities (and projects) of the ASG are funded and the return on investment for all contributors and those receiving support or buying services. 

Support the ACT Security Group and the ACT Alliance Secretariat to redefine the future of the relationship between both bodies 

  • Assess the evolving needs the ASG and the ACT Secretariat 
  • Evaluate the role of the ASG in the implementation of the ACT Alliance Global Strategy 
  • Compare the function, structure and added value of the ASG with existing Communities of Practices and Reference Groups within the ACT Alliance

Approach and Methodology 

The consultant is expected to work closely with the members of the ASG and also collaborate with members of the ACT Secretariat to achieve the required objectives. The Consultant’s approach is expected to include, but is not limited to, a desk review of relevant documentation, key informant interviews and other consultation mechanisms.  

Expected Deliverables 

  • A validation workshop to outline findings and agree the future of the ASG  
  • A revised Terms of Reference for the ASG 
  • A revised MOU between the ASG and ACT Alliance 
  • A report with summary of findings and suggestions as to how the ASG should be staffed, managed and governed in the future 
  • A final ‘face to face’ briefing at the conclusion of this work in a European city (location to be confirmed - and dependent on Covid-19 restrictions).

Position: Program Executive for Diakonia and Development
Place of Assignment: Geneva, Switzerland

Purpose 

The Department for Theology, Mission and Justice (DTMJ) is responsible for supporting the presence and witness of the Member Churches (MCs) of the Lutheran World Federation (LWF). DTMJ also houses the advocacy unit of the LWF. 

DTMJ includes three programmatic units: 

1. Theology for Transformation focuses on theological reflection with and for member churches on issues that represent contemporary challenges to churches in the global communion. Themes include Lutheran identity, theological education and formation, gender, interreligious dialogue, the role of the Church in the public space, and eco-theology. 

2. Churches in Mission aims to equip churches for holistic mission with a focus on strengthening churches’ capacities in the areas of diakonia, leadership, inclusion of women and youth, good governance and project management. 

3. Action for Justice carries out LWF’s global advocacy work including engagement with the UN, other faith-based organizations and stakeholders. LWF’s advocacy work focuses on human rights, gender, climate, peace and interfaith. The unit is also responsible for strengthening member churches’ capacities for advocacy. 

The incumbent is part of the “Churches in Mission” unit and leads the Diakonia team of two staff within the unit. S/he is responsible for the overall coordination and implementation of the Diakonia program which aims to empower churches to affect positive change in people’s lives through relevant, effective, and visible diaconal engagement. Through the program, LWF supports member churches and related institutions towards increased sustainability and reinforced quality and impact of their diaconal, humanitarian and development work. 

Besides providing overall coordination and leadership of the Diakonia program, the incumbent is responsible for the following elements of the program: 

- the “Churches and Emergencies” initiative which aims to strengthen churches’ capacity for effective emergency preparedness and response work (currently implemented in Nepal, Myanmar and Colombia/Venezuela), in close coordination with the World Service Global Humanitarian Coordinator, as well as the implementing churches and World Service programs in the target countries (20%), 

- advising and supporting World Service country and emergency programs and member churches on how they can strengthen their relationship and collaboration globally and in countries where both are present, using the LWF Guidance Note Joint Engagement of World Service Programs and Member Churches” published in May 2021 (20%), 

- the “Symbols of Hope” initiative which aims to strengthen churches’ capacity for responding to irregular migration and human trafficking, currently implemented by member churches in Nigeria, Ethiopia and Zimbabwe (20%), 

- the “Waking the Giant” initiative which aims to strengthen churches’ capacities to effectively contribute to the SDGs and the UN Agenda 2030 for Sustainable Development, in close coordination with the LWF Head of Global Advocacy (20%), 

- overviewing and line managing staff in the Diakonia team within the “Churches in Mission” unit who coordinate the LWF “Member Church Projects”, both long-term and short-term projects initiated, supported and implemented by member churches but coordinated by the LWF Communion Office (20%). 

Required qualifications: 

 University degree or equivalent in development studies, social studies, diakonia or other relevant field. 
 Excellent written and spoken English. Working knowledge of other LWF languages (Spanish, French and/or German) is desirable. 
 Endorsement by a member church required. 

Additional study and experience 

 At least 4 years of demonstrated international experience in positions involving strategic program planning, project management, reporting, management and administration in relation with diakonia and development. 
 Working knowledge and/or experience in a developing country. 
 First-hand knowledge of LWF member churches or other churches, mission societies and/or related agencies within the ecumenical movement.

Position environment and dimensions 

Internally, reports to the Departmental Director. Interacts with the Support Team and collaborates closely with program staff from DTMJ and World Service, as well as with the Regional Secretaries. Interacts with communication, PMER and resource mobilisation staff. 

Externally, works closely with LWF member churches, especially in target countries of the Diakonia program. Interacts with donors and related agencies, ecumenical organizations (in particular WCC and ACT Alliance), UN, NGOs, any other LWF stakeholders on diakonia and development. 

Main duties 

Leadership and Coordination 

 Provides overall leadership of the Diakonia program, including conceptual and methodological development and program management. Leads the planning, monitoring, evaluation and reporting (PMER) processes of the program in close collaboration with the PMER Coordinator. 
 Ensures the Diakonia program remains relevant to member churches’ needs, is theologically rooted, advocacy oriented, and builds on relevant methodologies developed by LWF. Follows LWF selected methodologies. 
 Supports and supervises implementation of project activities in the target countries of “Churches and Emergencies” and “Symbols of Hope”, as well as in the context of the “Waking the Giant” initiative. 
 Identifies and addresses related capacity strengthening needs of member churches and their related diaconal and development institutions, and develops capacity strengthening activities accordingly. Connects implementing member churches with each other and facilitates cross-contextual experience exchanges and mutual learning. 
 Acts as focal point and liaison for collaboration between member churches and World Service programs in countries and sub-regions where both are present with a view to contributing to deepened relationships. 

Collaboration 

 Collaborates closely, advises and provides subject expertise to LWF member churches, World Service country and emergency programs, and other LWF Communion Office departments. 
 Supports and advises on future strategic positioning and implementation of the Member Church projects coordinated by the Diakonia team. 
 Creates synergies with “Churches in Mission” colleagues involved in activities related to leadership and institutional development, good governance, capacity strengthening, as well as inclusion of women and youth. 
 Collaborates with the Theology for Transformation and the Action for Justice programs in DTMJ in order to increase synergies. 
 Performs strategic monitoring on capacity strengthening issues and resources. Actively contributes to identifying, documenting and sharing good practices for continuous learning and knowledge management purposes. 

Communication 

 Ensures a continuous accessible and appropriate communication flow with all internal and external stakeholders and various audiences, particularly member churches, ecumenical organizations and global partners. 
 In cooperation with the LWF Office for Communication, provides content material for and promotes news stories relating to the portfolio. 

Project Management, Fundraising and PMER 

 Collaborates with PMER colleagues on systems implementation, performance measurement and monitoring, Quality Assurance and Accountability, risk management, and compliance with donor requirements. 
 Leads the budgeting process of the Diakonia program in collaboration with the Finance Coordinator, ensures monitoring and reporting of the finances of the program and authorizes all expenses of the program. 
 Leads the communication with funding partners regarding the Diakonia program and its different global initiatives, in collaboration with the Resource Mobilization Officer. 
 Coordinates further fundraising efforts for the program, in collaboration with the Support Team and Resource Mobilization partners. 

People Management 

Creates a conducive environment and manages efficiently the Diakonia team including one Program Executive and one Program Support Officer with proven people management good practices.

 ACT Humanitarian Action
One of ACT Alliance’s key strategies is to support an effective humanitarian response by ACT members. This area of work builds on the long history of ACT’s humanitarian work and contributes directly to the strategic aim on human dignity where the application of internationally recognised humanitarian principles and standards helps ensure the protection of human dignity. The humanitarian programme supports the Alliance to demonstrate enhanced efficiency, coordination and timeliness in the humanitarian work, as well as to apply holistic programming approaches around response, preparedness, disaster risk reduction (DDR), climate change, and sustainable development. 

  1. Major functions summary

The Humanitarian Programme Officer Asia Pacific supports ACT members and country forums in the region to develop/implement emergency preparedness and response plans, and manages the implementation of the humanitarian mechanism based on the ACT Humanitarian Policy, and integration of holistic programming in humanitarian appeals. She/he works closely with the Secretariat regional and humanitarian team, ACT Alliance members and Forums at the national and regional level.

  1. Duties and responsibilities
  • Works with the Head of Humanitarian Affairs, Global  Humanitarian  Operations  Manager,  Regional Representative  and  ACT  Reference  Group  on  Emergency  Preparedness  and  Humanitarian  Response  in  developing the ACT Global Emergencies Protocol/standby arrangements, and subsequent establishment of the mechanism at the regional level. 
  • Supports the Head of Humanitarian Affairs and Global Humanitarian Operations Manager towards the full implementation of the Humanitarian Response Mechanism and the ACT Humanitarian Policy.
  • With the ACT Regional Representative, coordinates with other humanitarian agencies, donors and relevant UN agencies and NGOs at the regional and country levels to advance ACT humanitarian work and promote best practices for emergency response.
  • Ensures that a functional monitoring and evaluation, reporting and learning support is provided to national forums and members in the implementation of Appeals and RRFs; leads the humanitarian learning and knowledge management process at the regional level.
  • Works with the Head of Humanitarian Affairs, Regional Representative in the management of the ACT Global Emergencies Protocols/standby arrangements.

In Haiti, the Lutheran World Federation, Diakonie Katastrophenhilfe and Norwegian Church Aid work in collaboration in a Joint Office. This current appointment is on behalf of all three organisations. It has been agreed that LWF will act as the formal employer of the Joint Office Director on behalf of all the agencies. The Joint Office Director also holds the legal representation of LWF/NCA.

DKH and NCA are fellow ACT members and LWF related agencies. The collaboration is governed by an MoU and by a Shared Service Agreement (SSA). This post therefore bears responsibilities vis à vis all three agencies on joint and shared matters, reporting to the other members of the Steering Committee (as defined by the MoU).

The role of the Joint Office Director is defined by this current job description and also by the annexes to the MoU which differentiate the respective responsibilities of the postholder vis à vis the component parts of the Joint Office (JO, DKH, LWF/NCA) and the JO Associate Director (DKH Head of Mission).

 

 

Basic Purpose

The JO Director provides leadership for the DKH/LWF/NCA Haiti Joint Office and – within that wider collaboration – additionally supervision of the more closely integrated LWF/NCA component. Key challenges as the Joint Office enters this next phase are:

To ensure a mutual and complementary relationship with the Associate Director leading to cohesion and strong performance of the Joint Office and harmonization of expertise and expectations between its constituent parts.

To secure significant additional funding in order to build the scope and scale, in line with the aspirations shared by all three organisations in entering into this collaboration.

To strengthen programme quality, including improved compliance in terms of financial and programmatic management and reporting, and control of overhead costs.

To strengthen the capacity of the Joint Office and of local implementing partners.

The JO Director ensures the overall process of elaboration, implementation, monitoring and evaluation of the Joint Strategic Plan of DKH/LWF/NCA in Haiti consistent with the strategic pillar leads in-country and the wider strategic direction of all three agencies.

 

Supervisor

For leadership and responsibilities related to the Joint Office, the Joint Office Director reports to the Head Office members of the Steering Committee. The JO Office Director is supervised in terms of formal employment accountability by the LWF Regional Program Coordinator who exercises this duty-of care function on behalf of and in the interests of all the agencies collaborating in the Joint Office.

 

Required Qualifications

University degree or equivalent in development studies, agriculture, economics, social science or other relevant field.

Significant working experience at management level in humanitarian assistance and/or development-oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Main duties

 

On Leadership (15%)

Provides overall leadership to the Haiti Joint Office, guiding it in the face of a changing country context and funding situation, reporting to the Steering Committee as defined by the MoU.

Promotes, implements and upholds the vision, mission, core values and objectives of the collaborating agencies.

Participates in the Steering Committee and in its consensus decision-making, providing the agenda and relevant reporting, and facilitating meetings (see SC ToR).

Establishes a mutually respectful and harmonious working relationship with the JO Associate Director.

Together with the JO Associate Director, ensures the overall cohesion of the JO by harmonising procedures and enhancing cooperation and collaboration among the units and teams in the JO.

Participates in and supports national and regional networks relevant to the Joint Office strategy for the country.

Heads and ensures the effective coordination, communication and operation of the Joint Office.

Exercises leadership regarding developments in the wider collaboration between ACT agencies in Haiti; oversees the collaboration (administrative, programmatic and other) with different agencies (including Christian Aid, BfdW) within the wider ‘shared office’.

Deputises for the JO Associate Director in an acting capacity when s/he is temporarily absent, on leave etc. (this applies to items related to the cohesion of the JO, external representation etc.; signatory power remains with other appropriate colleagues).

 

 

On Management (20%)

Ensures harmony, coordination, cohesion and synergy across all areas of the Joint Office, working with the Associate Director and other colleagues.

Ensures that management and coordination systems strengthen the smooth implementation of programmatic work and facilitate learning and capacity building in the Joint Office.

Ensures and enables strengthened programme quality, including improved compliance in terms of financial and programmatic management and reporting, and control of overhead costs.

Is responsible for the planning, supervision, implementation, monitoring, documentation, administration and evaluation of the LWF/NCA component of the Joint Office in accordance with LWF World Service policies and the MoU.

Ensures cohesion and coordination of reporting and PMER for LWF/NCA, working with PMER and Program colleagues.

 

 

On Human Resources (20%)

Acts as the direct supervisor of the LWF/NCA Program Manager and Finance Manager, the Logistics, Administration and Security Manager, the Human Resources Officer, and other LWF/NCA staff and other management colleagues (as defined by the MoU and matrix organigram).

For other staff across the JO, acts in accordance with the cooperation/collaboration and line management/technical supervision as defined by the matrix organigram (annex to the MoU).

Develops staffing plans and supervises all matters pertaining to LWF/NCA personnel.

Ensures that LWF/NCA recruitment is gender-sensitive with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility and ensuring that the skills of national staff are developed and utilized to the fullest extent possible for the furtherance of the program, and that gender-sensitivity is reflected as part of cohesion and coordination across the Joint Office.

Prioritizes staff development and continual learning for staff and, as applicable, implementing partners and ACT Alliance members.

Ensures overall cohesion and coordination of the roles of all the staff of the Joint Office.

Ensures that new Joint Office staff are provided with induction, set up by HR, with regard to principles, CoC and the spirit of the Joint Office, and that delegation is given to the respective unit/section for more detailed orientation.

As the JO Associate Director, supported by the DKH Berlin Security Advisor, is the lead for JO on security, the Joint Office Director will supervise the implementation and act according to the responsibilities laid out in Annex 6 of the SSA.

 

On Fundraising and Finance (15%)

Secures significant additional funding on behalf of all three agencies, in order to build the scope and scale of the JO, in line with the aspirations shared by all three organisations in entering into this collaboration.

Actively engages in negotiations with UN agencies, EU regional offices, embassies, ACT and other potential additional funding sources in order to maximize local fund-raising, in the interests of the Joint Office.

Follow up of the drafting and extension of various Shared Service Agreements (SSAs) with the different parties sharing the office (i.e. BfdW, DKH, Christian Aid) and the required financial billing.

Ensures strengthened compliance, timeliness and precision of financial management and reporting for the LWF/NCA component.

Ensures the complementarity and close working relations of finance, operations, and program units.

Supervises the implementation of approved LWF/NCA projects within the agreed budgets and subject to the availability of funds, including timely reporting and auditing.

Ensures that the finances of the LWF/NCA component of the Joint Office are properly managed, reported and audited in a timely and accurate fashion, with effective internal control systems to promote financial accountability, and ensures that the financial transactions are conducted in accordance with the relevant LWF World Service procedures.

Ensures LWF/NCA procurement activities are in line with the relevant procurement manual used by the Joint Office, and are consistent with LWF procurement standards.

 

 

On Program (20%)

Enables cohesion and coordination between all programs of the Joint Office, led by the respective Program leads for DKH and LWF/NCA.

Directly supervises the LWF/NCA Program Manager and ensures coordination with the DKH Program Unit.

Ensures the cohesion of emergency response of the Joint Office according to the developed EPRP and the policies, guidelines and agreed roles of the different units of the Joint Office, and in line with the guidelines, policies and procedures of the ACT (Action by Churches Together) Alliance, specifically concerning the Code of Conduct and the Sphere Project and the CHS commitments, and those of the specific donors.

Ensures LWF/NCA programming follows a clear integrated, rights-based empowerment approach, and makes full use of local rights-based action linked to global leverage to provide clear added-value and funding.

Ensures that the following are an integral part of LWF/NCA program measures, and that these are considered as part of the cohesion and coordination of programming across the Joint Office:

Gender sensitivity and environmentally sound approaches.

Partnership and collaboration with, and accountability to, communities and primary focus groups.

Ensures that timely, accurate and relevant reports are submitted according to grant agreements for the LWF/NCA program.

Undertakes periodic field monitoring of programs.

 

On Relations (10%)

Carries out external representation and advocacy on behalf of and in the name of the JO, as mutually agreed with the JO Associate Director and based on shared positions reflecting the views of all the agencies.

Ensures excellent external relations in order to profile the JO as a respected actor, and secure additional funding, sharing external representation as appropriate with the Associate Director and other colleagues.

Maintains a close working and consultative relationship with churches and other appropriate ecumenical and/or faith-based partners through frequent informal coordination and collaboration.

Plays an active role in the Action by Churches Together (ACT) Alliance forums, ensuring participation in strategic discussions, and providing support where possible. Maintains close communication and cooperation with ACT Alliance and related agencies and their local and regional offices.

Plays an active role in key NGO and civil society networks in Haiti.

Maintains the requisite consultative relationships with the relevant governmental authorities, national organizations and coordinates contacts with voluntary agencies engaged in rendering assistance related to the program objectives.

Fosters and maintains good coordination and collaboration with international and bilateral cooperating and co-financing partners, including with U.N., EU/ECHO, governments and their agencies, embassies and other international and national NGOs.

Fosters relations and programmatic collaboration with other agencies and actors in the region.

Programme Description

ACT Alliance is the largest coalition of Protestant and Orthodox churches and church-related organisations engaged in humanitarian, development and advocacy work in the world. It consists of 138 members working together in over 120 countries to create positive and sustainable change in the lives of poor and marginalised people, regardless of their religion, politics, gender, sexual orientation, race or nationality, in keeping with the highest international codes and standards.

Gender Justice is one of the milestones identified in ACT Alliance’s current global strategy. In order to achieve this milestone, ACT created a Gender Programme whose primary objective is to enable the coalition to become a leading faith-based alliance speaking out on gender justice. Through the programme, ACT is also seeking to develop structures and processes that will deliver a strong record of results and effective programming that respond to intersecting inequalities.

The Government of Sweden, through Sida (Swedish International Development Cooperation Agency), has agreed to fund ACT’s Gender Programme for a three-year period through its Strategy for Global Gender Equality and Women’s and Girls’ Rights. Sida’s funding will be used to support the capacity of the Gender Programme and of ACT Member organisations through focus on four programmatic outcomes.

ACT would like to engage a consultant with gender expertise to carry out a number of tasks needed for the development of a baseline assessment for the programme, as described within the Terms of Reference below.

Scope of Consultancy

ACT Alliance’s structure is unique, with national, sub-regional and regional forums that bring local, national, regional and international church-related organisations to work together under the same principles and standards, bringing different skills and expertise to support each other and leverage collective action in humanitarian, development and advocacy engagement. Thanks to the presence of national ACT forums in over 50 countries, and of its global secretariat in several strategic locations (Geneva, New York, Nairobi, Bangkok, Amman, Brussels, Toronto and San Salvador), ACT Alliance is able to bring local and regional concerns to the global arena. Conversely, global trends and development can be transmitted to the regional and national levels using these structures.

With a view to furthering and ensuring ACT’s global gender justice policy and advocacy capacity in the temporary absence of key staff, the consultancy will require closely working with ACT Alliance key Gender Justice member colleagues and close engagement with the voluntary Reference Group structures. The work of the consultant will primarily contribute to the following outcomes:

  • Outcome 1: Enabling and mobilising ACT Alliance members’ commitment to promote changes in attitudes and structural arrangements towards a more gender just distribution of power;
  • Outcome 3: Use its unique position and networks to act as a global progressive force for gender justice, contributing to the SDGs and connecting the national to the regional and global levels.

More specifically, the support will focused on:

  1. Global advocacy towards (virtual) policy fora in early 2021
  • Namely the Commission on Population and Development (CPD) and Commission on the Status on Women (CSW) 2021 (virtual).

This will include support to:

Approach and Methodology

The Consultant is expected to work closely and collaboratively with the ACT Global Gender Justice Programme core team (coordinator, manager, communications) as well as the ACT EUNO office, Gender Justice Reference Group, its members and structures, in particular the task groups on Policy and Advocacy and CPD/SRHR. The Consultant will do so as per the programme’s logical framework, and all existing documents and statements. The Consultant’s approach is expected to include, but is not limited to, the following:

The Advocacy and Development Policy Manager coordinates and supports the ACT Alliance advocacy and policy work.

Duties and Responsibilities

Programme Description

ACT Alliance is the largest coalition of Protestant and Orthodox churches and church-related organisations engaged in humanitarian, development and advocacy work in the world, consisting of 136 members working together in over 120 countries to create positive and sustainable change in the lives of poor and marginalised people regardless of their religion, politics, gender, sexual orientation, race or nationality in keeping with the highest international codes and standards.

Gender Justice is one of the milestones identified in the current ACT Alliance Global Strategy. In order to achieve this milestone, ACT has created a Gender Justice Programme with a primary objective to enable the coalition to become a leading faith-based alliance speaking out on gender justice. Through the programme, ACT is also seeking to develop structures and processes that will deliver a strong record of results and effective programming that respond to intersecting inequalities.

The Government of Sweden, through Sida, has agreed to fund ACT’s Gender Programme for a three-year period through its Strategy for Global Gender Equality and Women’s and Girls’ Rights. Sida funding will be used to support the capacity of the Gender Programme and of ACT Member organisations through focus on four programmatic outcomes.

Scope of Consultancy

The Gender Justice Programme would like to better highlight the stories of community members impacted by the Gender Justice work undertaken by ACT members, as well as facilitate the sharing of internal lessons and experiences of carrying out gender justice work around the world.

ACT Alliance’s structure is unique, with national, sub-regional and regional forums that bring local, national, regional and international church-related organisations to work together under the same principles and standards, bringing different skills and expertise to support each other and leverage collective action in humanitarian, development and advocacy engagement. Thanks to the presence of national ACT Forums in over 50 countries, and of its global secretariat in several strategic locations (Geneva, New York, Nairobi, Bangkok, Amman, Brussels, Toronto and San Salvador), ACT Alliance is able to bring local and regional concerns to the global arena. Conversely, global trends and development can be transmitted to the regional and national levels using these structures.

With a view to make more video and publication resources accessible to our members and the interest the public on both public platforms as well as internal learning platforms, the global gender justice programme seeks (a) consultant(s) to assist with the:

  • transcription, translation, and sub-titling of 10 current videos of 3-7 minutes
  • The transcription, translation, and sub-titling of 10 or more videos still in production (3-5 minutes)
  • the editing and summarising of 5 one to one and a half hour webinars (‘creating a highlight’ reel of main points in collaboration with the programme team)
  • the editing of three 3-5 minute introduction videos (from 30 minutes of footage each) with subtitling

Approach and Methodology

The Consultant is expected to define an approach and timeline to the work in collaboration with the programme team and expected to include the following, but not limited to:

  • timestamped transcriptions
  • Edited videos of highest quality and all organised raw footage (for any possible future use)

Scope of Work

The consultant will be expected to lead on the following tasks in collaboration with the ACT Alliance Communications Officer and the Gender Justice Programme team.

  • Develop a timeline and action plan.
  • Meet with ACT staff to present methodology.
  • Transcribe existing videos and provide translations and subtitles in .Str files.

Major functions

The Director of Operations leads the secretariat’s work in the areas of Finance and Administration which includes the Human Resources (HR) functions, as well as that of IT systems and platforms. Purpose

Purpose

The Department for World Service (DWS) is responsible for carrying out diakonal response to humanitarian emergencies and human needs on behalf of the Lutheran World Federation - a Communion of Churches (LWF).  In pursuance of its responsibility and based on its strategy, DWS:

  • At least 3 years’ experience in an NGO and/or faith-based/ecumenical organization with responsibilities in digitalized M&E systems or data collection and management.
  • Proven expertise in managing digital data collection tools and processes.
  • Proficiency in managing and structuring data for further use in dashboards.
  • Proven experience with managing large relational data sets, like SQL.
  • Excellent writing and presentation skills.
  • Proficient level of English; working knowledge of Spanish an asset.

Position Environment and Dimensions

Internally, as a member of a team of QAA, mainly interacts with World Service staff in Geneva and with QAA team members outside Geneva, with the Global Funding Team, and globally with Country Programs technical staff, in view of digitalisation of PMER processes.

Externally, interacts and cooperates with technical staff from related agencies, and other like-minded organisations.

Main Duties

Data Management

Oversee and support the introduction and consistent use of digital data management across LWF Country/Emergency Programs, with a special focus on the use of Survey CTO and Newdea.

Lead the development of a Survey CTO question bank in line with strategic program areas of World Service.

Lead the design of dashboards to visualize field data in a timely and meaningful way and support the use in the field.

Support data analysis at country and global levels.

Processes and Tools Development

Analyze and support the change process from paper data collection to digitalized data collection at Country Program level.

Develop an SOP (Standard Operations Procedure) to institutionalize digitalized workflows for project management.

Actively research and advise on new developments in the field of Technology for Development.

Capacity Building

Build capacity in digital PMER and data management processes across World Service.

Strengthen capacity of Survey CTO master-users in the design and management of the questionnaires across projects.

Major Challenges

  • To support efficient networking and coordination among the global QAA team and focal points in the Country Programs.
  • To ensure close cooperation with the different teams and the Country Programs, supporting efficient communication within the department.
  • To effectively and efficiently work with relevant colleagues globally to ensure that good quality data are collected and meaningful reports are produced and uploaded on-time.
